SUMMARY: Bugfixes "Fix basecamp storage zone inventory"
Purpose of change
The new basecamp storage zone did not pick up vehicle tools or sources of water/fire etc.
Describe the solution
Used the existing inventory::form_from_map() but made a new overload to pass a set from a zone output to, and moved the vector forming to a new function to pass to the main body.

Testing
Beforehand - welding rig in storage zone didnt show up.
afterwards, loaded a safve, made a faction camp, made a storage zone, put welding rig in the zone, it is now picked up by the upgrade recipe.
